ARROW Utilities has taken on over $200 million in capital and operational debt, largely due to the Train 4 expansion — a project pitched to support hydrogen-related growth that never happened.

The hydrogen play fizzled out, but ARROW went ahead with construction anyway. Now, $83 million remains unfunded, debt has climbed past $112 million, and their own financials admit they don’t know what the final cost will be. As stated in their 2024 financial statements:

“Repayment plans will be finalized when the total amount required for the project is known.”

That’s not a strategy — it’s a warning flag. Meanwhile, ratepayers from St. Albert, Fort Saskatchewan, Spruce Grove, and other municipalities are on the hook to pay the price long after 2025.

This isn’t prudent infrastructure planning. It’s speculative spending with zero transparency, poor foresight, and growing risk to public finances.

Did a really bad job with the sewer spill in Big Lake. This could have been avoided with proper sewer maintenance. Reline those sewer lines before more breaks happen! Wildlife is paying for your inaction!
